In regards to building an intentional Youth Council for middle school, the following resources are available:

The John W. Gardner Center for Youth at Stanford University YELL: Essentially, the YELL curriculum is comprised of three units, a manual, and three additional documents. Appendix 1 has great ideas on how to help kids do a senior project about a topic of their interest. This could potentially be a great way to supplement academic hours that lack homework. Appendix 2 has great resources for youth leaders and program coordinators to better understand youth development.
